Following the gradual implementation of the 1990 Schengen Agreement, Portugal and most other EU countries have been implementing the agreement to prevent trafficking in human beings and other illegal practices. Since 2015 Portugal has more strictly enforced a longstanding law requiring anyone providing paid holiday accommodation to record the entry, exit, and identification details of all non-Portuguese nationals who use that accommodation. The competent authority that monitors the movement of foreigners in Portugal is the Borders and Foreigners Coordination Unit – UCEF. In this case, it is specifically Article 45 of the Schengen Agreement and Articles 15 and 16 of Law n.º 23/2007, as amended by Law n.º 102/2017, that has brought this rule into sharper focus.
